An out-of-town retail team lands here with a demographic pull and a drive-time ring and no idea which street is the street. There are five corridors in this market and they are not interchangeable. One is the retail corridor. One reads like a retail corridor and is a hospitality and medical corridor. Two are emerging. And one that outside brokers routinely list as retail is residential.
This page names them, and — the harder question — names who owns the ground on each. Ownership is the answer nobody publishes and the first thing a developer needs, because it determines whether you are negotiating with a family in Eagle Pass, a partnership in Houston, or a net-lease REIT in Scottsdale. Those are three different deals.
South Bibb Avenue — the retail corridor
If there is one street in this market, this is it. The enclosed mall, Walmart, Kohl's, Lowe's and essentially every recent national pad deal are on the southern run of Bibb Avenue and South Texas Drive.
Working south along it, from the appraisal roll and construction registrations: 231 S Bibb (Panda Express real-estate entity), 264 Bibb (FCPT Holdings), 275 S Bibb (Starbucks pad), 286–300 S Bibb (South Texas Plaza), 432 Bibb (Eagle Pass Shopping Center), 446 S Texas Dr (Kohl's), 454 Bibb (Whataburger), 490 Bibb (Murphy USA), 496 S Bibb (Walmart Supercenter #461), 455 S Bibb (Mall de las Aguilas, 29.045 acres), 564 Bibb (Luby's/Fuddruckers, with a 7 Brew pad), 568 Bibb (Lowe's, with the Texas Roadhouse pad), 635 Bibb (Chick-fil-A), 645 Bibb (STORE Master Funding IX), 655 Bibb (HTeaO), 665 Bibb (Discount Tire).
One correction worth carrying: Bibb Avenue north of roughly 700 is residential — Vista Hermosa, Willow Ridge, Royal Ridge, Treasure Hills. The retail corridor is the southern segment only. So is Eidson Road, which outside listings sometimes describe as retail and which is residential and institutional.
North Veterans Boulevard — newest, and not what it looks like
Loop 431 north of the city is where the last decade of national-chain construction has gone, and it carries the second-highest total improved value in the market — $35.4 million across 26 parcels on the 2022 roll.
But that figure is not a retail figure. It is inflated by hotels — Holiday Inn Express at $4.66 million, another hotel entity at $4.39 million — and by medical, with United Medical Centers at $3.73 million. North Veterans is a mixed hospitality, medical and retail corridor. Bibb is the pure retail corridor. Ranking corridors by assessed value without opening the parcels is exactly how an outside team picks the wrong street.
The market's principal non-mall multi-tenant center, Loop Central, is here at Veterans and 2nd — Academy Sports + Outdoors, Ashley, Stripes/Laredo Taco, T-Mobile, with Harbor Freight nearby. No gross leasable area, year built or occupancy is published for it in any free source.
Who owns the ground — the answer nobody publishes
Three tiers, and a developer should know which one they are dealing with before the first call. All ownership below is the owner of record on the 2022 appraisal roll extract; no deed in that file postdates September 2021. Confirm any specific owner against Maverick County Clerk deed records before relying on it.
1. Corporate fee owners. The big boxes here largely own their own real estate, which means those boxes are not available to a third-party landlord or a redevelopment buyer. Walmart Real Estate Business Trust owns 496 S Bibb. Kohl's owns its box. Lowe's owns 568 Bibb. H-E-B owns its East Main site in fee. Also fee-owned: AutoZone, O'Reilly, Advance, Discount Tire, Panda Restaurant Group, McDonald's, Whataburger, Murphy Oil, Burger King.
2. Institutional net-lease. A meaningful slice of single-tenant retail here is owned by out-of-state net-lease vehicles — Realty Income Properties entities on Del Rio Blvd and FM 1021, STORE Master Funding IX at 645 Bibb, FCPT Holdings at 264 Bibb, MDC Coast 10 on FM 1021, Cole VS on N Veterans, and American Realty Capital-lineage entities on Adams Street and East Main. Expect institutional pricing on pads here, not local pricing.
3. Private multi-property landlords, and they are mostly not local. The largest identifiable private group is a set of affiliated Houston entities sharing an address at 7800 Washington Avenue — LL-ALA, Ltd. holds Loop Central Plaza and the Olive Garden pad at 2071 N Veterans; Eagle Pass Crossing LLC holds the Texas Roadhouse pad at 568 Bibb and lots in the Lowe's subdivision. A related Houston partnership is the registered owner on the Academy Sports project.
We state that as affiliated entities sharing an address, not as a single named owner. A common street address is strong circumstantial evidence of common control. It is not a document naming an owner, and we did not locate one.
Below that tier, second-generation strip is held by private families and partnerships based in Uvalde, Laredo, San Antonio and California more often than in Eagle Pass.
The enclosed mall changed hands, and that matters
Mall de las Aguilas, 455 South Bibb, 29.045 acres on the 2022 appraisal roll and 29.56 acres as underwritten in the 2015 securitisation, is the only enclosed mall in Maverick County, and per the 2015 offering document the only enclosed centre within approximately 116 miles on the U.S. side. On the 2022 appraisal roll it carried land of $6,958,601 and improvements of $3,603,899, a total market value of $10,562,500.
In August 2024 it traded for $10,037,197.24 (the exact figure in the trust’s SEC filing; trade press reported $10.04 million) — described in trade coverage as just over $28 a square foot — to a venture of Namdar Realty Group and Mason Asset Management. The seller was a CMBS trust.
That is the whole story in one line: the enclosed mall is now held by an out-of-state opportunistic mall aggregator, at a price consistent with land value, not going-concern value. It retains a working JCPenney anchor, which is unusual for that ownership, and Marshalls occupied 22,539 square feet under a lease expiring October 2024 on the 2015 rent roll; current tenancy NOT FOUND.
Two honest cautions. The trade report is partly paywalled and we could not retrieve seller name, gross leasable area or occupancy free. And the $28 a foot implies roughly 358,000 square feet of denominator, which does not reconcile with the owner's own 447,135 square foot claim — one of those numbers is measuring something different, probably owned area excluding a non-owned box. Do not average them. No occupancy figure is publicly available for any Eagle Pass retail property, including this one.
The three secondary corridors
Del Rio Boulevard / US 277 is small local buildings, dollar stores and auto parts. It is not a corridor of centers. Dollar General #25711 (12,644 sf, 2023), Dollar Tree (9,925 sf, 2024) and AutoZone #TX5814 (7,370 sf, 2024) are all here.
El Indio Highway (FM 1021) is the emerging one, and it is being built out with truck-stop, discount and quick-service product — Dollar General #25735 (12,652 sf), Fatburger, the market's only new multi-tenant shell, and the $21 million Pilot Travel Center #1450 at 4392 El Indio. This is the corridor to watch, because it is where the freight economy and the retail economy touch.
East Main / US 277 East is the hotel and bank corridor, anchored retail-wise by H-E-B, with a recent car wash and quick-lube cluster at a single address.
What the build pipeline actually contains
Every retail construction registration in Maverick County from 2023 through August 2026, and there is a pattern in it.
2023: HTeaO (2,000 sf), Texas Roadhouse (7,926 sf, on a Lowe's outparcel), two Dollar Generals, Take 5 Oil, Tommy Express Car Wash. 2024: Dollar Tree, AutoZone, Fatburger, BlueWave Car Wash. 2025: Pilot Travel Center ($21.0M), a 10,740 sf retail shell, 7 Brew Coffee, McDonald's. 2026: Olive Garden.
Every single one is a pad, a discount box, a car wash, a quick-service restaurant or a truck stop. In three and a half years there is exactly one speculative multi-tenant retail building registered in this county: a 10,740 square foot shell at 3763 El Indio Highway, and its status is plan review, not construction.
Olive Garden is the notable name — $3,274,500, 7,828 square feet at 2071 N Veterans, registered December 2025, scheduled 13 April to 26 October 2026. It would be the first full-service national casual-dining chain of its kind here. It is authorized and designed, not confirmed built; status is plan review and no inspection is recorded.
Registration is required above a statutory threshold, so small finish-outs do not appear. This is a floor on activity, not a census.
